attempt to support two
theories. The first theory is that there is a problem with crime on
cruise
ships because countries are not required to prosecute this type of
crime, and
there is a lack of uniform law. The second theory is that the issue of
jurisdiction
can be extremely complicated because of the various countries that can
be
involved.
