Although shipboard
hardware has generally been
improved to
meet more stringent environmental regulations, the appropriate crew
training
lags behind. Waste management and monitoring systems, once installed,
are not
always operated to standard by untrained crews, as several examples
illustrate. Coast guard
inspection teams closely monitor compliance with environmental
regulations on
waste treatment and disposal. These regulations apply to tankers and
cruise
ships alike. Cruise ships generate a large amount of daily garbage, and
also
carry passengers willing to witness violations and thus claim rewards
for
improper waste disposal. Air pollution is also closely regulated in the
shipping
industry; ships calling on the port of Los Angeles may encounter
problems due to the city's strict
air
pollution laws.
